Here is the pump the red knob on the front of the top reservoir is the fill plug. Remove the plug and fill with ATF Dexron automatic transmission fluid till it runs out the hole. Replace the plug run trim up and down recheck fluid level.

What is the screw on the outboard party of the engine

That is a water passage and should never removed. You will have to pull the drive and find the plate that goes inside that the screw attaches to.

# 12 & 13 are the plates that the screw # 14 attaches to.

If the plug isn't in place the engine will over heat. The plug was never supposed to be removed this is why there was a medallion over the plug originally.
