What could be the problem with my bf45a outboard engine when at idle I pull one spark plug wire at a time and the top one doesn't change but the middle and bottom does?

When you pull the wire, do you hear the spark arcing to the plug?

i don't hear the spark arching but the idle doesn't change when I pull only the top plug. Also I don't have top speed and it feels like a vibration on the engines.

Ok, you are going to need to test the engine for spark. to di this you will need an adjustable gap spark tester that can be rented from most chain auto parts stores. I need to know if it is firing on all 3.
