My v8 mercury inboard boat motor wont start in neutral once

my v8 mercury inboard boat motor wont start in neutral once I do get it under way it won't rev past 2500 rpm. I have had numerous mechanics look at it to no avail.

With the engine not starting in Neutral, this would be a switch not allowing power to get to the starter. With the engine not reving, I would first do a compression test on it, then if that is good, run a spark out out test.. You may not be running on all 8 cylinders.
