i have a 2000 silverton 351 with twin merc 350 mpi'sat wot i can only get the engines to top out at 2800 rpms at a top speed of 12mphis this a normal range for that boat?

These engines have an operating range of up to 5000 RPM. You should be able to get at least 50 MPH out of this package. You are either severally over propped, or there is an issue with the engines. Check to ensure that you are getting fire on all 8 cylinders on each engine. They may just need tune ups.
