Have you tried clearing the tell tale outlet? Use a small piece of wire stick it in the outlet with engine running. Does it pump water out?

Have you tried clearing the tell tale outlet? These can get clogged with debris and it won't pump water out the tell tale. This is the indicator that shoots a stream of water out the motor to let you know it is pumping water.

Ok since the t-stat is clean and the tell tale is clear you have a failing water pump. Has the engine been started without water to the engine? It only takes about a minute of no water to damage the water pump.

Ok try this remove the thermostat cover and t-stat and start engine does the engine pump water out the engine at the t-stat housing?

Then you have a failing water pump. There is nothing else it can be we have eliminated all other possibilities.
