With the engine sitting that amount of time, the carbs are going to be varnished up. You will need to remove them, take them apart and then clean them using a good quality carb cleaner. Reassemble with new gaskets/Orings, needles. Then after that, the engine should run correctly.
What is the compression on the engine?
Without knowing it, it is hard to continue. I also need to know the year of the engine.

Sounds like either the TPS is bad or needs to be adjusted.
I cannot locate that spec anywhere. But i did see a test where they placed a jumper wire between the pins in the harness to see if the engine would then start and run. It will also bring up the idle a bit.
Should be slotted. Have you bypassed it yet?
After you unplug it, connect the two wires that are on the engine harness side together.
Check the timing, both when it is at idle and when you accelerate it. Make sure that it is advancing.
Yes, top cylinder. There should be timing marks on the flywheel and a pointer as well.
No, your going to need it running. With the TPS installed and plugged in.
