inboard rudder turns freely to the left, won't turn to the right...freezes up in center postion

Have you disconnected the steering from the rudder and tried moving the rudder by hand? Does it move freely?

haven't tried. is it difficult to disconnect? If rudder doesn't move freely by hand, what to check then?

Then the rudder shaft is bent or it is binding up in the shaft packing . Loosen the packing nut now see if it turns freely. If still stiff the rubber will have to be removed and inspected for a bent shaft.
