I have a 2000 mercury optimax I have two new batteries in the boat new gas tank and all new fuel lines. however when I try to crank the alarm beeps and it sounds like it turns over really slow. it will not crank.

Ground meter negative to battery negative (the actual starting battery if you have 2 batteries). Touch meter positive to the lug on the starter motor that the battery cable connects to. Have a helper hold the key to start. Is the voltage under or over 9.5?

Under 9.5 volts. Its 6.7 volts.
