When was the last time that the oil was changed in the lower unit?

the gears were working fine at first and then i shifted in to neutral from reverse and the boat stayed in reverse. I stopped the engine took off the cowling and the call was connected and moving when i shifted the boat. i turned the proper both ways a couple of times and restored the engine and it started in Reverse and stayed in reverse whether i shifted into forward or neutral

its interesting because the boat would not start if it was in gear before this problem occurred. Now it starts in reverse gear.

The items that need to be checked first are the two nuts 10 and 11. Make sure that the longer nut 10 is actually threaded onto both shafts.

Then with the cover off, and you watching the linkage while moving shift handle make sure that the shift shaft 9 is actually moving up and down. Part 2 could be broken or the shaft has come out if it.

how do i know if they are tighter to the proper spot?

Yup can see them when you tilt the motor up. If there are only very few threads showing below the lower nut, it is in the correct place. 10 is the longer one and it connects the two. To get some distance between them, you can also shift to FWD.
