The items that need to be checked first are the two nuts 10 and 11. Make sure that the longer nut 10 is actually threaded onto both shafts.
Then with the cover off, and you watching the linkage while moving shift handle make sure that the shift shaft 9 is actually moving up and down. Part 2 could be broken or the shaft has come out if it.
This can be checked with the boat in the water
Yup can see them when you tilt the motor up. If there are only very few threads showing below the lower nut, it is in the correct place. 10 is the longer one and it connects the two. To get some distance between them, you can also shift to FWD.
