Mercury 90 H.P. outboard has frozen steering cable. How do I free up the cable?

Ok, there are a few things that you can try to get it freed up. first remove the 9/16" nut from the end of the cable, and take the arm out of the cable rod. Make sure that the engine will still turn freely. Then you can try to grasp the end of the cable with a large pair of pliers and try to twist it slightly. Make sure that you only grab the flat part where the steering rod was. If that will not work, insert a bolt into the hole in the end of the cable, then lightly tap on the end with a hammer to try and get it freed up.Let me know how it goes.
