My steering cable is seized. the rod that goes thru tube on

my steering cable is seized. the rod that goes thru tube on motor mount won't move back and forth. likely seized by salt water oxidation. I have tried spraying some penetrating lube in there but not working. I have torch and have heated up the tube on motor a bit but still not working. but didn't do for more that 15-20 seconds
