I put a new voltage regulator on my 1992 Johnson outboard. Now it idles very fast. What can I do

When you put the flywheel back on did you make sure you aligned it with the key, and that it actually locked into place with the key?

Hmm.. Is the voltage regulator on your engine at the very top of it, under the flywheel?
What is the actual model number on your engine?

It's not under the fly wheel. It's on the back side of it.

There is nothing you would have done by changing it out.
Are the throttles all the way closed on the engine? If you disconnect the throttle cable can you push the throttle closed by hand even more to get it to idle lower?

It started ok. Then it just got faster and faster on the idle. It idles at about 3500 RPM and jumps and jerks. All I did was change that regulator. Just 4 bolts.

Are you near the engine now to check on that throttle linkage? It is going to have to be checked one way or another.

I can push it back with a screw driver and it slows a little. But not enough

Disconnect the throttle cable. Make sure the linkage is all the way closed. And start it up. What does it idle at?

When I adjust the trim and tilt the idle ramps up ??

It idled better with linkage unhooked except for the trim and tilt now
