I have a 4 cylinder Universal M35B? I was unable to get

I have a 4 cylinder Universal M35B?
I was unable to get engine to turn over during start process- kill in, key on, alarm starts, glow plug- audible response, ignition clicks- no engine start- I cleaned battery terminals and tightened, cleaned solenoid and tightened, cleaned starter terminals and tightened, banged on starter, repeated start- no change. I think it is solenoid, and /or battery. Do I need to replace both or is there anything else I can do?
