After replacing our water pump in our 350 chevy inboard- we now hear a low howl noise- especially at an idle after boat has warmed up. It seems like from is is coming from the upper pulley- is this a belt issue or pulley or other?

That depends on the sound. Howl can be explained many different ways. The easy way to figure this one out is to remove the belt. Does the howl go away.

When someone tells me howl I think the gimbal bearing. If you turn the drive hard over to either side does it get worse?
