Mercury/Mariner(###) ###-####D: I have a 1987 75 hp Mariner outboard

I have a 1987 75 hp Mariner outboard (model(###) ###-####D)and having a problem with the tilt and trim system. The tilt cylinder will raise the motor but will not lower the motor all the way down, it stops when it gets to the trim cylinders. If I open the manual release valve, the motor will drop down all the way. The systems hydraulic fluid level is good.
