need advise on removing the interior panel that has the throttle lever on it, it seems it is
glued on, I was expecting door clips like on a auto interior door panel.

There several ways boat builders attach the panel for the control lever. it will usually be thru bolted or screwed for safety reasons. If you can see up under the panel you would most likely see thru bolts. If that is not an option it will be screwed. The panel might have buttons to cover the screws or the screws are hidden in the folds of the vinyl.
