I have a used boat that I am trying to start

Hello, I have a used boat that I am trying to start for the first time.
It was winterized by a mechanic and I was told to add Gas and a Battery then just turn the key.
It doesn't want to start. It is an 83 Mercruiser 470 in a crestline. I don't think it is getting gas.

My name is***** have not as I am not very mechanical. The engine cranks but it just won't turn over.

Is there gas shut off, turn on valve like on my snowmobiles?
Is there a choke? The carb seems to be dry.

there is a choke. As far as a gas shut off, there might be, would have to look at where the fuel line connects to the fuel tank. 75% of boats 'don't have them, 25% do. Do you have any neighbors that can lend you and outboard style fuel tank with a primer bulb, as there is an easier way to do this with an outboard tank. Also, will it start on starting fluid?
