I have a 50 hp 4 stroke 1998 mercury outboard,the tilt has quit working(up) on both switches ,boat throttle controls and housing. Switched out relay with working engine tilt and made no difference.any suggestions?

Thanks, ***** ***** have is a failed up relay. You should replace them in pairs. Part 21 in this diagram is the relay.
