No power steering, replaced power steering pump. Still very hard to turn, could it be the ram?

yes comes on when engine started but steering very hard

Can you make sure that the steering system is full. Is the feel of the steering the same with the engine on as it is with the engine off?

Yes steering hard with engine on or off so I removed steering cylinder & milky fluid inside of cylinder housing bled system but still no steering

Alrignt, With the engine running on a hose, loosen one of the fittings on the cylinder, just until you get pressurized fluid from it. Do you ever get any pressure?
