My 1996 115 johnson burns 1 gallon gas to15 gallons gas and smokes like it is on fire. What is wrong with it.

You have a VRO pump which pumps both fuel and oil and mixes it in the unit and sends it to the carburetors. In your case the VRO has gone bad, probably a bad diaphragm leaking oil into the fuel side.
