It could be an impeller, first I would check the water discharge off of the air compressor. Depending on the part of the country you are in, dirt dabbers love to plug water discharge tubes of outboards. You can pull the hose off the fitting on the bottom of the air compressor or remove it from the fitting on the cowling to see if you get water there. This can be done on a set of mouse ears, or a flusher.

I use a garden hose and hooked it up to flush tube, it spit for a little bit then stopped

Try using a set of ears, the flush tube does not always work.
Do you have access to compressed air? If so blow back through the discharge port on the right side cowling to see if it will free up.Clamp-onTech41127.2182240741
