The switch can be flipped in the on position without the tether being installed. Or the switch has been bypassed.

i just bought this motor with 5 hrs on it i stuck it in a tank and the first pull it atarted no teather swith so how you shut it off thanks ,

Locate the location where the tether is to be attached. There is a toggle switch flip the little lever down.

there is no switch it is a clip, you need to clip it if not you can remove the white wire on the cdi box and it will start #63 in the picture below
