Does the motor spin at all when you hit the switch? If not, do you hear any clicking back at the motor?

Down is working, correct?

Nothing happens but can hear a clicking--Had boat out yesterday everthing fine except wont raise or lower. Leaving for trip when we are done

OK, The first thing you need to do is make sure your battery cables are tight, and the connections clean. If you have wing nuts holding on the battery cables and wires, and you can take them off by hand, They are not tight. Like your car, they have to be nice and tight.

You can also try pulling the relay's of and switching their placement. That often is all it takes. The relays can get surface corrosion on them and they quit working.

That they are clicking means the switch is good. So it is either the relays or the cables are not tight enough.
