I HAVE A 93 EVINRUDE 115 HP ,IT WILL NOT GET BOAT ON PLANE,IT STARTS TO BILD RPMS THEN IT WILL DROP OFF

Do a spark and compression test. The compression should be 90+ psi with no more than 15% difference between cylinders. The spark must jump a 7/16" gap on a spark tester. If either of these are not in spec post back with findings.
If ok proceed with these steps. When running the boat push the choke, if the engine picks up rpms the carburetors are clogged and will need to be removed, disassembled, cleaned and have carb kits installed. If no change squeeze the primer bulb, if rpms pick up then the fuel pump is failing and will need to be replaced/rebuilt.Post back with findings if these don't lead you to the cause of your issue.
