Hi I'm Tom, if the unit is low on fluid you may have some difficulty getting it all the way up to put the tilt rest down to hold it in the up position, while running it up,you might have to "assist "the trim unit to get it up there, if it just won't make it, you can loosen the screw at the bottom of the transom bracket (manual release screw) a couple of turns (don't unscrew it all the way) and manually lift the motor until you can lock the tilt rest down, looking at the trim unit now, if you loosened the relief screw tighten it back, run the trim all the way down until you see the trim rams retract, slowly remove he screw on the resrvoir, add fluid (use only power trim and tilt fluid) , replace the reservoir screw and try the unit, if it lifts the motor off the rest, run the trim up and down a few time to remove any air from the system, if it hesitates or makes a gurgling sound it still has air, you might have to add more fluid after you run it up and down a few times. if you find my answer helpful please click on the "accept" button, and leave positive feedback, you can still ask follow-up questions afterward, thank you-tom
