Hello. You would need to have a U.S. Coast Guard license - specifically, "Operator of an Uninspected Passenger Vessel" (OUPV or 6-pack). This license will permit you to carry a maximum of 6 passengers on a vessel that does not require Coast Guard inspection. Since the Coast Guard has jurisdiction over all marine operations, including inland, there are no state licenses required for actual vessel operations, although there may be business license requirements.
