Changed thermostat housing on 2007 mini. runs fine now but

changed thermostat housing on 2007 mini cooper. runs fine now but throwing 173b code randomly. sometimes after a few miles and sometimes after 100 miles or so. I still have water in system instead of coolant will that cause code to be thrown?

You will want to make sure there is sufficient antifreeze coolant in the system. Using only water will lower the boiling point of the coolant and affect the performance of the thermostat. You should also make sure you bled the system properly from the coolant bleeder located on the top of the thermostat housing.
