Can you explain you problem a little clearer please , are you referring to the third break light and if so are the lower rear break lights staying on as well. Post back with full details and we can work from there.

All the break light share the same power source, if you remove the #54 fuse does the light now go out?

I don't see a fuse listed as 54

Try fuse #6 in the left side foot well holder.

Okay with that fuse removed do you still have the other break lights?

Pulled a lot of them out and light stayed on

Please do and we can work from there. the one that should shut them all down is the #6 if the third light still remains on then you likely have a problem with the digital electronic control unit located on the left side of the engine compartment, dose the light go out if you disconnect it?

No the digital electronic control unit which is where the signal come from.

Well unfortunately due to complex nature of the electrical system on your Mini if you are not comfortable with doing electrical work then this type of repair is something you are likely going to need some hands on testing by a professional that has the experience that is needed.
