This has all the symptoms of a dead pump based on what you've described...
The suspension geometry will let the car steer much easier when you are rolling than you would be able to at a stop or a low speed corner like you've noticed.
I have seen pumps where the shaft has sheered off internally letting the drive pulley spin free but not building any pressure but in your case it sounds like the impeller is just spinning on the shaft. This would explain why it works a little after sitting overnight as the fluid will be cold and the shaft can catch the impeller for a bit before it heats up and starts slipping.
So you think I need a new power steering pump then?
I also bled the power steering system
Turned it left and right about 15 times
whle on jack stands

If you can see this, yes, the first place I would go would be a power steering pump. I've replaced quite a few just this past year alone!
It's all been replacement jobs on cars from 2001-2003, they seem to be reaching the end of their useful life.
