Hi, that warning light is for the Airbag system.
Normal operation is for this light to come on for a few seconds when starting the car, then it should go out with the engine running if everything is ok.
If there is a problem, the light will stay on.
To determine the cause of the problem, the fault codes need to be a read with a BMW specific scan tool capable of reading airbag fault codes.
From there the fix can be determined by the technician.

No, the airbag system won't cause the car not to start.
Normally it's a battery issue. Have you checked battery voltage?
I would try charging the battery first. or jump starting the vehicle. There is a positive jump start point under the hood near the right shock tower. The negative is the bare metal stud near the positive terminal.
