In most cases I'm going to find a pin feather (a newly emerged feather still in its keratin sheath) which has been broken through the part of the vane that still contains a blood vessel. If you can find that feather, it needs to be plucked from the skin to prevent further bleeding. If you're uncomfortable doing so, an avian-oriented vet (please see here: www.aav.org) can do this for you quickly. There's no additional treatment needed.
