Is it true that Bible forbids white person to marry black ...

Is it true that Bible forbids white person to marry black person, or other person that is not white (like for example latino, asian, muslim)? I mean does Bible forbids mixing races; also for black to marry latino and vice versa, or asian to marry latino.
