You are correct that as Jehovah's Witnesses we do not celebrate our birthday or the birthday's of other people.
Her decision to participate in the event would, however, have to be her
own. I assume her parents are not witnesses? If they are,
then she should definitely consult them on the matter. Her local
elders would also be able to provide some fine counsel on the matter.
JW beliefs are not based on restriction and black and white rules of
what can
and can not be done, and in this matter, it is unlikely that anyone,
other then maybe her parents if she is underaged, will tell her what
she can or can not do. While it is true that there are somethings
that are clearly shown from the bible to be wrong or inappropriate,
other things require us to rely on our bible trained conscience and
help from God's Holy Spirit.
She would do well to review these articles from the Watchtower.
