Debtor wants to file a Motion to Reopen their CH 7 Bankruptcy case to add an omitted creditor and Request Installment payments of the court fee. Does the Debtor need to file1 or 2 Motions?

1 to Reopen the case and 1 to request Installment payments of the court fees?

This is best accomplished with two different motions,

the motion to reopen should be granted in most cases, however requires more

a motion to pay fees in installments, is fairly easy, and usually can be done with a form the bankruptcy clerk has,
