so my mother also has HOA payments and I put this into her schedules. I am the one who has been paying it so I thought I should delete it from her obligations in chp 13 which would allow her to afford a chp 13 plan. Do you think it is ok to delete the HOA and continue the payments on my onw?

No, I don't think that you can remove this as it is an expense of hers - not yours. I understand that you are paying it, but it's her debt and therefore, must be listed.
