You have to make sure the IRS receives a copy of the Notice of Chapter 7 Bankruptcy Filing - which is the form you received when your Bankruptcy was originally filed.
However, the Bankruptcy court sends a copy to the IRS, so you should call the IRS to make sure they received the copy. If they did receive it, you do not have to send another one.

Then you have to file a "522(f) motion" with the Bankrutpcy court. This is a motion that is necessary to remove a lien once it is placed on any assets - including income tax refunds. You should be able to get the necessary forms and instructions for this from the clerk at the Bankrutpctcy court.
