my wages were garnished from one debtor and they stopped garnishing me after nine months. Can this debt be sold to someone else and they start another garnishment on me for the same debt?

yes, they can do that, as long as the judgment is still valid they can collect on it, usually a collections company will take over the debt at a later time and start garnishment, a bankruptcy would stop it.
