are unsecured claims payable under chapter 13? I got a Notice of Intent to Pay a claim that was file a year and half AFTER my case was confirmed.

A percentage of unsecured claims are typically paid in a Chapter 13. Since your plan was already confirmed, you may consider objecting to the claim.
