Yes, you can file bankruptcy without an attorney. The filing fee for a Chapter 7 is $299.00, but you can also ask for a waiver if you are unable to pay that. You would have to apply and see if that is going to be granted by the court.
Contact the US District Court in your district, you can find them online I am sure. The court websites are very useful and provide instructions and forms for filing. It will be a tedious process to file but people do it every day without lawyers.
