If my credit card account is closed but I still have a ...

Resolved Question:

If my credit card account is closed but I still have a balance that I am required to pay, do have any rights as far as negotiating a lower rate, better payment terms. The card company says because it is closed, they cannot change the APR or payment.

Unfortunately, you do not have any "rights" in this regard. Whether a credit card company will negotiate a lower payment or APR is strictly voluntary. If they do not wish to negotiate with you, then technically they do not have to.
