If a company files bankruptcy and they have withheld wages but they didn''t pay the IRS what they withheld, is it listed on their filing as a debt to the IRS or as a debt to me?

It is a debt to the IRS. You get the credit and can report the amount withheld on your taxes. A responsible officer of the company may be assessed a penalty for money withheld but not turned over uncer IRC 6672.

I have no idea. Schedules get pulled from accounting records. Possibly there is some vacation pay owing. In my cases I always list anyone who could conceivably be owed or claim anything.
