what states or school districts offer the best support for students wit Asperger syndrome?

As far as states offering the best support for children with Asperger's syndrome. Florida has a lot of support especially in the area of Applied Behavior Analysis. San Diego and Los Angeles in California also have plentiful services for individuals with Asperger's and autism.
If your grandson's parents are looking to relocate, I recommend that they look into local chapters of Autism Society of America in the areas that they are considering. This will give them an idea of the types of services available in that region.
You may also want to check with Autism Speaks to see if they have any ratings for school districts in the US.

Let me address your follow up questions.1) Applied Behavior Analysis is a research based method for intervening with disruptive or maladaptive behaviors and for teaching prosocial behaviors and daily living skills.2) I am not aware of state sponsored programs. However, public schools are required to provide students with a free and appropriate public education which may result in children with autism spectrum disorders (including Asperger's syndrome) receiving these type of services through the school. I would also encourage you to check with the insurance provider to determine if services for autism/Asperger's is covered.3) I am not aware of specific programs in Brooklyn, New York, but I do know that there are some specialized schools in New York that are specific for children with autism and Asperger's.I again encourage you to contact the local support groups such as Autism Society of America and speak to them about the local services available in any area that you live in or are intending to move to.
