If you do have the council OK, then perhaps that will knock strata on the head, but they may still well ague it is against their regulations.
You generally can, AS LONG as it does not impede on strata regulations.

Usually strata has conditions to not change things on a building in some aspects. For instance, townhouses, the front of the units must not be changed, but the back can be. Such as, another room or pergola on the back of the townhouse.
