My dad intends to apply in Australia but he has a criminal

My dad intends to apply for PR in Australia but he has a criminal record on him in Malaysia for CBT, but this happened more than 20 years ago.
Would this be a problem for Australian government when they assess this application?

it would be a spent conviction, in a sense that it happened so long ago, it would not be an issue.
You do need to disclose it however, but I trust there would be little issue.
