It varies and the following link gives you details for QLD. Depending on the size of the lot will determine what they can do. It influences the height of the structure.

They would have to make an application with the council and get approval.

Generally they have to be 1 metre form the boundary but that can be varied by council.

You need to contact the council and get detailed information on what they have applied for and you should have been notified of the building and given the right to put in an objection.

It is not a simple one because it varies from lot to lot and council can make decisions specifically for each lot.
