yes, that the cap tp the oil filter. its a cartidge filter that some cars use now. i believe its a 32mm socket you use to take it off. be careful coz they are on there very tight

Is that the right filter that I have bought? Is that a complete set? Are the top and bottom of this filter as in the picture part of the filter housing?

that is correct. when you loosen the cap and pull the old filter out, it pulls right out of the cap. be sure to replace the large o ring thats on the threads of the cap too. all you do is pop the new one in then thread the cap back on
