Is it completely non-operative - no speedometer, tachometer, odometer, warning lights, etc. - or just part of it no working?

If completely dead, I suspect with a short in one of the power feeds to it, bad ground or faulty instrument cluster panel itself. I would need the vin number in order to check the schematics
