Hello and welcome to Justanswer!

It most likely isn't' fully in park and that's why the key can't be turned to the lock position. The interlock will prevent the key from turning back if it doesn't see the transmission is fully in park.

The problem may be in the shifter, the transmission, or the shift cable. It's not that likely to be in the shifter, the cable would be most likely.

With the emergency brake set/wheels chocked remove the cable at the transmission. If the shifter then moves freely then the problem is in the transmission.

If it still doesn't want to move then you can remove the cable at the shifter, if the shifter then moves freely replace the cable.
