Hello and welcome to JustAnswer!

If you're seeing a message that the top is disabled it's because the module that controls the top has seen a failure in the system. The problem may be electrical or mechanical. If a microswitch input doesn't show a component in the correct state due to a mechanical problem, failed switch or wiring issue then it will prevent operation.

You can try a battery disconnect to clear fault codes if you want. If that doesn't help and there are no visible mechanical problems then a scan tool is going to need to be used to see what fault codes are setting to begin diagnosis.
