The issue is with the transmission range sensor in some way. The range sensor is on the trans and tells shifter position. This code sets when the sensor's signal to the TCM is implausible. The issue could be the sensor itself, it's wiring, or it could be adjustment issue. If the shift cable is worn or misadjusted then it can cause this code along wit the key not coming out. If it isn't going fully into park then the key won't come out. The first thing I would recommend is a visual inspection of the sensor and wiring, checking the shift cable for damage and play, and checking cable adjustment.
